The organisers of this bond conference, RAM & SIDC have designed a programme that will foster dialogue among industry experts who will be discovering their inspiration and journeys in the Malaysian bond market. The Conference will also set the stage to discover their aspirations for the future of the capital market.

    The World Bank launched bond-i (blockchain operated new debt instrument), the world’s first bond to be created, allocated, transferred and managed through its life cycle using distributed ledger technology. The two-year bond raised A$110 million, marking the first time that investors have supported the World Bank’s development activities in a transaction that is fully managed using the blockchain technology.

    The World Bank mandated Commonwealth Bank of Australia (CBA) as arranger for the bond on 10 August 2018. The announcement was followed by a two-week consultation period with the market, with key investors indicating strong support for the issuance.

    Delvin Chong is currently the Senior Vice President, Treasury & Capital Markets of Cagamas Berhad, the national mortgage corporation of Malaysia. He oversees the funding, liquidity management and investment operations for Cagamas.
    He has over 23 years of experience in treasury, structured finance, debt capital markets and pricing analytics. He was instrumental in establishing the Company’s first and largest MYR40 billion Medium Term Notes Programme in 2007. He was the Senior Vice President of Corporate Strategy & Analytics Department prior to joining the Treasury and & Capital Markets in 2018.

    Kristina, an economist, currently heads RAM Ratings’ Research Unit. Having begun her stint at RAM with RAM Consultancy in 2006, she had been involved in projects related to public policy and impact analysis, as well as feasibility studies for several government-related bodies. She is also responsible for overall macroeconomic analysis and projections on the Malaysian economy, besides the production of the bi-annual Economic Outlook reports and other economic and bond-market-related commentaries.
    In addition, she oversees the production of and writes for RAM’s Bond Market Monthly - a monthly snapshot of the performance of the Malaysian primary fixed-income market.
    Prior to RAM, Kristina had been a consultant at Deloitte Consulting with the Strategy and Operations team. She also garnered experience in international affairs during her stint at the Foreign and Commonwealth Office in 2012-2013, as an analyst in economic governance and trade policy.

    Van Nee joined the organisation in 2002 and is currently the Co-Head of Infrastructure and Utilities Ratings. Her experience mainly covers project-finance transactions of concession-based entities, as well as corporate issuers from the power, water, tolled-road, telecommunication and port sectors. Prior to specialising in infrastructure and utilities, she had undertaken various rating assignments entailing issuers from an extensive range of industries under the former Consumer Products & Services Ratings division.
    Earlier in her career, Van Nee had a short stint with an accounting firm, where she had been primarily involved in corporate receivership and liquidation work.

    Xavier Jean is a Senior Director in S&P Global Ratings, Corporate Ratings Group and joined S&P Global Ratings in 2004. Based in Singapore since 2010, Xavier is now responsible for articulating S&P Global Ratings views about the main corporate credit themes in Southeast Asia and for outreach to external constituents, including investors, asset managers, media, financial intermediaries and other stakeholders. Xavier is also a frequent speaker to roundtables, conferences and panels on regional credit matters and retains primary credit responsibilities for certain issuers in the oil and gas and chemical sector.
    Before his current role, Xavier was the lead analyst for companies in Malaysia and Indonesia for S&P Global Ratings, responsible for the analytical coverage of over 40 companies in those two countries. Before that role, he was a credit analyst within S&P Global Ratings, with specific focus on companies in the mining, oil and gas, chemical and agribusiness sectors within the region.
    Before joining S&P Global Ratings, Xavier was a teaching and research assistant for fixed income and derivatives courses in McGill University in Canada for two years.

    Najmuddin Mohd Lutfi is the Chief Executive Officer and Executive Director of BIMB Investment Management Berhad (“BIMB Investment”). BIMB Investment was incorporated in 1993 and is a wholly-owned subsidiary of Bank Islam Malaysia Berhad.
    Najmuddin repositioned BIMB Investment as the largest Shariah Environmental, Social and Governance (“ESG”) asset management house in Malaysia, currently managing more than RM1 billion of ESG assets under management. The firm has also embraced financial technology (“FinTech”) in its portfolio management in delivering sustainable risk adjusted investment returns to individual and institutional investors. In November 2015, the firm launched the first machine learning and global Shariah ESG equity fund in Malaysia. The fund, a multi-currency, global Shariah-ESG equity fund is now the largest in Malaysia and the world’s third largest global equity shariah fund.
    Najmuddin was formerly an Executive Director at Goldman Sachs (Malaysia) Sdn Bhd in the Investment Management Division, an Assistant Director at CIMB-Principal Asset Management and a Deputy Director at Bank Negara Malaysia. He has more than 18 years of experience in the financial services industry.

    Promod Dass is the CEO of RAM Consultancy Services Sdn Bhd (RAMC). RAMC is a wholly owned subsidiary of RAM Holdings Berhad (RAM Group). He leads the RAM Group’s Sustainability Services and Environment, Social and Governance (ESG) analytics. Formerly the Deputy CEO of RAM Rating Services Berhad (RAM Ratings), Promod has 23 years experience in the financial services industry including 18 years at RAM Ratings. He began his career with Malaysian International Merchant Bankers Berhad. Promod holds a BSc (Honours) in Accounting and Financial Analysis from University of Warwick, UK.
    Since May 2016, he has been spearheading RAM Group’s involvement in the United Nations-supported Principles for Responsible Investment’s (PRI) Statement on ESG in Credit Ratings. Promod is also a member of PRI’s Advisory Committee on Credit Ratings.
    Promod has also built a strong track record as a bank credit rating analyst since 2000 as well as a thought leader for the Malaysian & ASEAN bond markets and Islamic finance. In 2003, he was sent to Sri Lanka to set-up a domestic credit rating operation.

    Oz is -an Islamic finance professional with extensive experience in wholesale and retail banking. He has worked across Europe, the Middle East and Asia. In his early career he distinguished himself in innovating Islamic finance solutions across various jurisdictions and has advised governments on Islamic finance regulation. He is credited with material contributions to the development of the Global Sukuk market, particularly on structuring and considered a subject matter expert.
    In 2018 he oversaw the issuance of the World’s First UN SDG Sukuk issuance for HSBC Amanah Malaysia (awarded Overall, ESG and Country Deal of the Year by IFN), and represented a Malaysian mission to the UNGA to discuss Islamic finance and its role in achieving the UN SDGs. In recent years Oz has distinguished himself as a thought leader in Islamic finance for social impact and values-based intermediation in banking. In 2018 he was awarded Islamic Banker of the year by The Asset.

    Norfarasha Abdullah is currently the Director and Head of Debt Capital Markets with RHB Investment Bank Berhad. Over the course of her career, she has been attached to various financial institutions which granted her with over 20 years experience in the corporate advisory, financial services and capital markets industry for both conventional and Islamic instruments.

    Ruslena Ramli is the Head of Islamic Finance at RAM. She plays a key role in further strengthening RAM’s franchise in Islamic finance, combining our fortes and insights in credit rating and sukuk transactions.
    Ruslena began her stint as a credit analyst with RAM’s infrastructure and utilities rating team in 1999, before broadening her horizon in the Islamic banking sphere in 2004. Her vast experience now encompasses investment, commercial and retail banking, having structured and advised on sukuk/bond issues, syndicated facilities and bridging transactions, including securing Bank Negara Malaysia’s approval for the establishment of Islamic banking products.
    She also brings to RAM her expertise in Shariah-compliant structures, acquired through her previous role as an Islamic banker seeking the Shariah Advisory Committee’s approval for Islamic financing structures as well as the principal terms and conditions of sukuk issuance and Islamic facilities. Prior to joining RAM, Ruslena held the position of Director/Head, Debt Capital Markets in MIDF Amanah Investment Bank Berhad (a wholly-owed subsidiary of Malaysia’s largest fund management company, Permodalan Nasional Berhad).
